Personality
Lavellan wants to help everyone. It doesn't matter who it is--nothing is as important to him as taking care of people in need. It also doesn't matter what the problem is. Even in the middle of a war he'll stop and do something small for someone because it's the right thing to do. He is kind, or at least polite, to the vast majority of the people he meets, even people who are outright rude to him. He even manages to keep his cool and stay polite when speaking to people actively working against him.
There's a lot of bigotry in Thedas, and the Dalish, sadly enough, are on both ends of it. It's a common perception that the Dalish look down on everyone else, be it humans or the city elves who've lost their heritage. Lavellan doesn't knowingly buy into that. He's proud of his Dalish heritage but he doesn't look down on other people for being human or Andrastian or whatever else.
He's kind and compassionate, but that doesn't mean he's always stuffy and serious. He loves to tease his friends to try to cheer them up, although he doesn't often use sarcasm to "lighten" a situation (not wanting to be disrespectful). His teasing is always gentle, never intended to be cruel or hurtful. There's also a lot of self-deprecation to his humor; while he tries not to mock others, he has no problem doing the same to himself.
When Lavellan picks a cause he sticks with it. Not content to simply be a figurehead as the Herald and the Inquisitor, he involves himself in strategy, goes on missions, works to gain influence. It's the same with friends: he may not always agree with them but he'll still do whatever he can for them. Although he's never gotten along particularly well with Sera (she's too chaotic for him, he's too "elfy" for her) he takes on missions for her and chats with her whenever he gets the chance. He's not going to be the one to give up on their friendship.
Lavellan is insatiably curious. He'll read any book or scrap of paper he happens across, and he'll chat with anyone who'll stand still long enough. Coming from an insular culture like the Dalish and not having a lot of knowledge about certain topics, some of this is a genuine need for knowledge. A "need for knowledge" doesn't explain questioning everyone in the Inquisition about their hobbies or well-being, however. (And it doesn't explain why he's read so many of Varric's books.)
He is a deeply compassionate person, sometimes to the point of naiveté. He believes everyone deserves a second chance, no matter what sort of crimes they've committed. He's pardoned a magister who would have completely ruined the world, a man who attempted to usurp the Orlesian throne, a woman who attempted to murder the Empress of Orlais.... He'll give anyone the opportunity to atone, usually by working off their debt to society somehow.
His kind heart and need to protect others drive him to do incredibly dangerous things, usually without thinking twice about it. If someone's in trouble and he's in a position to help, to hell with the risk to himself. Being selfless might sound like a good quality; Lavellan has faced down a dragon by himself and dropped an avalanche on himself to save others. He's more like... "selfless stupid."
Lavellan is careful to hide his own hurts. He loves to chat, but other than answering superficial questions about himself he'll usually redirect the conversation back to the other person, saying simply that he's "fine." This is a man who has suddenly been thrust into the world spotlight, had the weight of nations placed on his shoulders, lost his entire clan due to his own bad decision.... He is not "fine." But he can't place his own burdens on others when he's supposed to be protecting them. So he bottles everything up, because that's clearly the best coping mechanism, right?
For as much faith as he places in others, Lavellan tends to lack faith in himself. When chosen as Inquisitor he openly questioned whether it was a good idea. As time goes on he is careful to express this doubt less, aware that he needs to appear strong for the people following him, although occasionally he'll comment about having so much responsibility ("no pressure" or "thank you for reminding me..."). Losing his clan has only amplified his self-doubt.
Powers
Other than being quite strong and skilled with a sword, Lavellan has no magic or "powers" other than the Mark on his hand. With the Fade inaccessible, the Mark will have no power and will go dormant. Elves in general can see better in the dark than humans, so... that's about it.

Job Placement
Unfortunately for him, Lavellan's skillset is much more tailored to a fantasy setting than an urban one, such as:
Combat expertise/swordsmanship
Archery expertise
Wilderness survival (HA)
Military tactics/leadership
That said, I think he'd work best as a bodyguard if that's possible. Otherwise feel free to throw him into some kind of sex work, he'll just be very confused and blush a lot ;)
